Job Title: Finance Officer
Reports To: Executive Director

Position Summary
Reporting to the Executive Director (ED), the Finance Officer is responsible for overseeing and supervising all financial operations of Matachewan First Nation (MFN). This role ensures sound financial management, compliance with all applicable federal and provincial standards, and the integrity of financial systems and reporting. The Finance Officer works closely with senior leadership and program managers to support strategic planning, operational effectiveness, and long‑term sustainability of the organization.

Term: Full-Time, 12-month Contract (with possibility of permanency)
Hours of Work: 40 hours per week, Monday – Friday 8:30AM – 4:30PM, with flexibility to work on weekends and evenings
Location: Matachewan First Nation
Compensation: $60,000 - $80,000 annually
Benefits: Optional employer-paid benefits package and enrollment in pension plan
Start Date: As soon as possible

Areas of Responsibility
- Oversee and supervise all finance operations of MFN, including budgeting, accounts payable, accounts receivable, and payroll.
- Create, coordinate, and evaluate the financial programs and supporting information systems of MFN to include budgeting, and conservation of assets.
- Ensure compliance with local, provincial, and federal budgetary and financial reporting requirements.
- Ensure all financial and operational policies and procedures are in compliance with Federal and Provincial Standards and Guidelines.
- Develop and implement finance, accounting, billing and auditing procedures.
- Establish and maintain appropriate internal control safeguards.
- Coordinate the preparation of financial statements, financial reports, and special analyses.
- Maintain, monitor, and ensure signing of all Funding Agreements and respond to subsequent reporting requirements.
- Maintain and ensure processing of payroll remittances, T4, Record of Employment and other earning document meet requirements set out in the Revenue Canada and Employment Standards Act.
- Manage the audit process in a timely manner.
- Oversee the approval and processing of revenue, expenditure, department/project budgets, salary updates, ledger and account maintenance, and data entry.
- Coordinate with program managers to provide support with planning initiatives through financial and management information analyses, reports, and recommendations.
- Establish and ensure records systems  are maintained in accordance with generally accepted auditing standards.
- Develop and direct the implementation of strategic business and/or operational plans, projects, programs and systems.
- Analyze financial statements for proactive planning and forecasting.
- Establish and implement short and long-range departmental goals, objectives, policies and operating procedures.
- Develop reports, tools and systems to provide critical financial and operational information to C&C and make actionable recommendations on both strategy and operations.
- Manage MFN assets, investments and cash.
- Develop and implement Finance Policy.
- Other related duties as requested by the ED.

Requirements
- Post-secondary education in Accounting, Finance, Business Administration or other related field.
- Minimum 2-5 years of experience in administrative or management roles.
- Knowledge of First Nation governance and funding structures is an asset.
- Strong knowledge of Canadian accounting standards, payroll legislation, and funding agreement compliance.
- Exceptional analytical, organizational, and communication skills.
- High degree of integrity, confidentiality, and professionalism.
- Able to work methodically and accurately, with attention to detail.
- Excellent interpersonal skills.
- Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Teams).
- Accepted recent Criminal Record and Vulnerable Sector Check.
- Valid Ontario Class G Driver`s License.
