Job Title: IBA Coordinator (Upper Beaver)
Reports To: Executive Director

Position Summary
Reporting to the Executive Director (ED), Matachewan First Nation (MFN) is seeking a dedicated, proactive and energetic individual who will be responsible for working in collaboration with the representatives of MFN and Agnico Eagle Implementation and Environmental Committee to achieve progress on the various elements of the Impact Benefit Agreement (IBA). This position will start as an Impact Assessment Coordinator, and transition to an IBA Coordinator once the Impact Assessment process is completed. They will also be the main point of contact for the remainder of the Impact Assessment process for Upper Beaver.


Term: Permanent, Full-Time
Hours of Work: 40 hours per week, Monday – Friday, 8:30AM – 4:30PM, with flexibility to work on evenings
Location: Matachewan First Nation and surrounding areas
Compensation: $60,000 - $80,000 annually
Benefits: Employer-paid benefits package and enrollment in pension plan
Start Date: As soon as possible
 

Areas of Responsibility
- Impact/Community Benefits Agreement (IBA/CBA) Management & Coordination

  • Collaborate closely with MFN, Agnico Eagle CBA Coordinator, the Implementation Committee, and other key stakeholders to ensure effective project execution and compliance with the Agreement.
  • Provide regular updates and reports to MFN on the progress and implementation of the Agreement, addressing and emerging issues or concerns.
  • Report to Agnico Eagle management on progress related to the IBA, ensuring that all terms and commitments are being met and assisting in resolving any disputes, with MFN’s interests as a priority.
  • Coordinate the review of environmental monitoring reports, studies, and Authorization applications, retaining experts as needed to support MFN’s interests and ensure proper oversight of the project.
  • Facilitate consultations and meetings with MFN community members to inform them about the project, gather feedback and address concerns.
  • Serve as the point of contact for MFN community members regarding questions and concerns, including employment opportunities, ensuring their feedback is communicated to the Agnico Eagle IBA Coordinator.
  • Ensure that consultation and engagement between Agnico Eagle and MFN follow the terms of the Agreement and facilitate consultations with governmental authorities as required.
  • Maintain open communication and collaboration between MFN community members and the Agnico Eagle IBA Coordinator to ensure effective resolution of any issues that may arise.
  • Attend Implementation Committee meetings as a member and contribute actively to discussions and decision-making to ensure MFN’s needs are represented.

- Monitoring, Reporting and Liaison

  • Oversee the implementation of the IBA with the Upper Beaver and Mining Camp Project, ensuring all terms are being fulfilled and providing regular monitoring and reporting on project activities that reflect MFN’s priorities.
  • Establish and maintain electronic database of MFN human resources inventory and business inventory, updating them regularly to track progress and ensure alignment with MFN’s interests.
  • Provide summary reports to MFN, keeping them informed on the status of employment and business opportunities.
  • Serve as the main liaison between MFN and Agnico Eagle, fostering a strong relationship and maintaining open communication to address feedback, concerns and questions in a manner that prioritizes MFN’s perspectives.

- Community Engagement and Development

  • Work closely with the MFN community to ensure they are informed about the IBA’s implementation, addressing concerns and ensuring that MFN’s interests are protected throughout the project.
  • Collaborate with Agnico Eagle to identify and promote employment and training opportunities for MFN members, ensuring that maximum benefits are derived for both the community and the individual members.
  • Support social, cultural and community services initiatives to enhance MFN’s well-being and involvement with the project.

- Environmental Stewardship and Dispute Resolution

  • Advocate for responsible resource development practices, ensuring that the environmental impacts of the mining operation are managed in accordance with the terms of the IBA, with a focus on MFN’s environmental priorities.
  • Monitor the environmental performance of the Upper Beaver and Mining Camp Project by reviewing reports and studies, ensuring proper oversight and promoting sustainability that aligns with MFN’s values.
  • Address and resolve any issues or conflicts that arise related to the IBA, facilitating negotiations between MFN and Agnico Eagle to reach mutually beneficial solutions that protect MFN’s interests.

- Other related duties as assigned

Requirements
- A minimum of 1-2 years of related work experience
- Understanding of First Nations’ culture, traditions, teachings and community dynamics
- Knowledge of legislations governing First Nations
- Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Teams)
- Excellent verbal and written communication skills
- Able to work methodically and accurately, with attention to detail
- Excellent interpersonal skills
- Valid Ontario Class G Driver’s license with proof of insurance and access to a vehicle
- Accepted recent Criminal Record and Vulnerable Sector Check
